The Iowa Assembly Road Map and Points Of Order
The Iowa Assembly is a lawful governing body, one of the Union States of The United States of America, unincorporated. The landmass known as Iowa is comprised of and represented by living men and women who individually have reclaimed their Birthright Political Status as American State Nationals or American State Citizens. We are Self-governing People by and under the Public Law on the land and soil jurisdiction on Iowa.
An important note from Anna Von Reitz: “This is the State of the Union called Iowa that we are organizing, not some other “State." Our State of the Union is a member of the Federation of States by definition. We are not promoting Secession from the Federation nor any idea that the State is a separate country. We are here to enforce the Public Law and the Constitutions and we consider it our Public Duty to do so. If you have any questions about what State we are talking about or what the objectives of our effort are, ask them now, or forever hold your peace.
We reserve the right as an Assembly to remove anyone who attempts to destroy or disrupt or commandeer our Assembly. We demand good faith and decorum of all members. It's important to understand that the American Government is radically different from the government you've been used to, so, walking in the door, you don't know how it works. For example, we don't have political parties. We are not a democracy. We are a republic, but not the Federal Republic—we maintain the state republic we are guaranteed. Our government is at peace, so we fly the peacetime flag of our country, not the war flag. These and a great many other things have to be learned and it takes time and commitment to reap the rewards. Are you willing to make that commitment to your State of the Union and your country?
Are you aware that as someone born or Naturalized in this country, you are free to adopt whatever political status you choose? There are three basic political statuses that impact your life in various ways and determine whether you stand under Public Law or private law, and whether you are recognized as a free man, an indentured servant, or a slave. Members of this Assembly are all free men and women who have adopted their birthright political status. But there are also British Territorial District Assemblies whose members are British Subjects, and Municipal Assemblies, whose members are subject to the Municipal Government of Rome. Depending upon your political or religious leanings, and also your employment, you may fit better or already belong in either one of those Assemblies. Members of the military have Dual British Territorial Citizenship obligations for the term of their tour of duty.
Members of the Federal Civil Service are considered Municipal citizens of the United States as long as they are employed by the Federal Government or its Agencies.
What this means is, if you have other attachments and obligations owed to foreign governments you may not be eligible to become a member of your State Assembly until such time as you retire from or otherwise leave Federal Employment. If you are a Licensed Professional, such as a Bar Attorney or Medical Doctor, who depends upon a license or a title of honor bestowed by a foreign government for their livelihood, a significant conflict of interest exists and you will be limited to participating as a State National until you retire or leave that employment. Is that clearly understood? Other licenses have to be evaluated to determine if they present such a conflict. Driver Licenses typically do not present a serious conflict of interest, for example, but they may, if an individual makes their living as a Licensed Driver. If you have licenses that could influence your votes, you are required to admit them. Undeclared or unaddressed licenses and memberships in other organizations precluding membership in a State Assembly are grounds for termination. Are we clear about this?
Americans are owed significant benefits and in coming forward and reclaiming your birthright political status, you are also claiming those benefits for yourself and your progeny. Are you aware of what those benefits are? (Constitutional Guarantees, the right to own land, privacy, protection of your persons, trial by jury, Public Law, equal justice) Other people in this country are not necessarily owed these same rights and provisions, because they have chosen to act as citizens owing allegiance to a foreign government. Are you aware of this fact?
Being a member of a State Assembly is an honor and a grave responsibility, and it yields significant benefits. Acceptance is a serious matter. You come into the Assembly voluntarily in search of your heritage as an American and the freedom and peace you are owed. But if you come here in a spirit of rebellion or war, to cause trouble, preach violence, spread gossip and slander, disrupt meetings, seek to control functions of the Assembly, or take other unfriendly actions against the Assembly and its other members, you can be removed from the Assembly. Your admittance is predicated on your honesty and goodwill. We will not tolerate anyone undermining what we are doing here. With rights go responsibilities.
To All State Assemblies—and All State Coordinators
We have a job to do. That job is to restore our lawful American Government, including our States, which are all defined as States of the Union and are all members of the Federation of States.
Even if you are an American born and bred, if you don't agree with the purpose (restoring the traditional lawful American Government) and the definitions—State means State of the Union and member of the Federation means what it says—you don't belong in a State Assembly. Just as you wouldn't join the Knights of Columbus if you are not a Catholic, or expect a vote in the Chamber of Commerce without owning a business, you don't automatically belong in a State Assembly just because you were born in this country.
There are plenty of other people who were born in this country who don't belong either —Marxists, Insurrectionists, Secessionists, Anarchists, Communists, Fascists—they all have their own flavors and they all need to keep moving right on past our door, because that's not who we are and that's not what we are doing.
State and County Coordinators need to clamp down and evaluate people coming in and present them with the three choices they have as Americans. Ours isn't the only Assembly. There are two other District Assemblies that they can join, and if they want to, they can go form whatever groups they want—"The Brotherhood of Secessionist Californians" for example.
If they are confused about what a State is or confused about what the Federation is and only want to fight, fight, fight—chances are they belong in a District Assembly. So send them on their way and don't delay or be wishy-washy.
We are building the American Government and bringing our States of the Union into Session according to the blueprint—we function by committee and aim at building community on a statewide basis, we are the peaceable, law-abiding people of this country, exercising our right to self-govern.
We aren't trying to build something “new." We are repopulating our land and soil jurisdiction and operating our institutions according to the Public Law, enforcing the Constitutions, and minding our own business.
We are not here to fight, cheat, lie, steal, control, manipulate, slander, gossip, or indulge in any of the sins of the corporations which have acted "as" our government. We are here to stand for peace, community, good faith, common sense, and to be the government—which is quite a different thing.

Section 1: Road Map for Assembling
1. Overview of the Federation of States’ Plan to Reconstruct the American Government: To restore the lawful government to its full function.
1.1. ASSEMBLING PHASE: Correct lawful status of individuals and populate our Assemblies to full functionality as enumerated by the Federation of States. [We are HERE]
1.2. Enroll all states formed during and after the Civil War as full states and participant/members of the Union/Federation. [Done]
1.3. Preservation of the National Trust.
1.4. Reconstruct the American States of States as lawful members of the Confederation as formed from the original Articles of Confederation.
1.5. The Confederation—to reconstruct the States of America or the Federal Republic The States of America to resume operations under The Constitution for the united States of America (1787).
2. Context and Roles: Where and how do we fit in?
2.1. Perspective Check: The Iowa Assembly (Unincorporated) is not an “anything goes” prospect. On the contrary, the Iowa Assembly is beholden to its contract with the other several states, and therefore, the Federation in the international land jurisdiction (and therefore international contracts and treaties). We have a duty to uphold the Public Law and the original American framework of government as Anna Von Reitz has presented over the years; otherwise, we cease to be an American Assembly. Additionally, we must also be beholden to the decisions of our Assembly within those frameworks. With Anna’s work as the American Fiduciary, Chief Counsel, and Chief Justice, we have essentially been sponsored by her and the Federation with lawful documents, an operations plan to stand up our land jurisdiction government at the state level, and the step-by-step plan beyond that to take action to reconstruct the real government and send the pirates back out to sea... peacefully. It is our responsibility, therefore, and our duty to use those resources wisely and stick to those plans lest our Assembly be defeated, and therefore, our Federation. This is bigger than any of us! We are making history... and it is high time the Iowa Assembly take it seriously and transition from a small informal group to a formal professional group and get busy.
3. Context and Goals:
3.1. Until the Iowa Assembly is fully functional and properly organized on its own, it is under the guidance and direction of the Summoning Authority, which is our unincorporated Federation of States.
3.2. Coordinator(s) work for the Federation, not the Assembly during this "assembling process" and until The Iowa Assembly is a free-standing organization with all four functions in operation, officers elected and appointed, the Coordinator(s)are in charge. Coordinator(s) for the Iowa Assembly, work (volunteer) directly for the Federation. They do not “work” for Participants and are not their employees. It is only through the Federation that we have any standing to Assemble our fifty states - until we can stand up our American State, Iowa. Without the Federation, there is no Iowa Assembly. Once we stand up our State, the coordinator position will retire.
3.3. The will of the Assembly is initially subordinate to the Coordinator(s) as to the overall plan and structure of the government restructuring the Summoning Authority (Federation of States) is training and guiding us to become. As benchmarks in the Operational Plan are reached, the will of the Assembly may come into play so long as it sticks to the plan agreed to for Federation re-certification as enumerated in the aforementioned Operational Plan. The Assembly will be making internal administrative decisions initially.
3.4. Officers, Secretaries, Directors and committees will initially be appointed by the Coordinator based on skill sets and willingness to serve. All positions within the Assembly are unpaid volunteer positions, until otherwise determined by the Assembly after certain success benchmarks are reached (See Operations Plan). Coordinator(s) will be the sole Vetting Officers at first, but may appoint an advisory Vetting Committee.
3.5. The Iowa Assembly consists of willing and able volunteers who wish to support each other with Love, honor, peace and respect, operate as a Family and a Committee of the Whole as we self-govern and operate under the Prudent Man standard while treating our fellow Living Men and Women in the same manner as we conduct ourselves. Constant education is a must. Jural Assembly Handbook (2nd version), and other Federation created handbooks.
3.6. Coordinator will be the Chairman Pro-Temp of the Assembly during the assembling phase.
3.7. Correcting your status is your birthright, joining our Assembly is a choice. After becoming a documented, properly recorded and published State National, anyone wanting to join the Assembly as a member must sign and agree to the Letter of Intent and Conduct and agree to the Iowa Assembly Road Map for Assembling and Any member who works against these plans thereafter will fail ongoing vetting and be subject to disciplinary policy of the Points of Order.

6. Federation of States: What is the Federation?
Our state is on the soil at the land jurisdiction, as the Preambles of the Constitutions clearly state: “The Delegation is made by the "People" of this country. The People are defined as the State Citizens and their State Governments.” The State Governments in turn function together in international jurisdiction through their unincorporated Federation of States, DBA The United States of America.
Let’s get out the way a couple things that the Federation is NOT:
➡ The “Federation” is not a sovereign body – and has NO national level powers
➡ The Federation is NOT the Federal Government.
In a nutshell, the Federation is an unincorporated holding company – aka, The United States of America. It functions as a public trust entity - what it holds is all the rights & prerogatives of the sovereign states / States that they exercise in common in international & global jurisdiction. Acts as an agency of the States.
Now what is the Continental United States in connection to The Federation?
Continental United States = 50 Separate Nation States operating “as” a nation on the land jurisdiction. Sound familiar? The Continental United States is comprised of fifty geographically defined nation states acting as a federation. Again, sound familiar?
NOTE: (the “United States of America” was never a sovereign nation, just a business association, folks. It’s the land-based States that are separate sovereign nations.)
Get these two facts firmly planted in your mind:
➡ The United States of America (Major) = Federation of States = September 9, 1776. (unincorporated)
➡ States are formed by Compact and Sovereign Letters Patent, and are obligated by Treaties.
The Federation is the summoning authority responsible for calling the States in Session after 160 years. (see Article 3232 by Anna Von Reitz). That responsibility carries with it the obligation to ensure that the Assemblies thus created are “peaceable” and composed of qualified people living within the borders of each State, who have declared and recorded their adoption of their birthright political status, and from there, to provide the discipline, framework, and guidance to establish in each State a General Assembly, a Business Assembly, a Public Court, and a State Assembly Militia.
This process is not given to interpretation and we have followed it to the letter. Please note that the Federation must ensure the peaceable nature of the process and the State Assemblies that result from it, or our activities could be mistaken as hostile actions and legally suppressed by military force.
There is no separation of the Federation of States and Iowa until we are fully assembled. Once each Assembly has been assembled and each portion of this process has been accomplished, each Assembly will be “fully seated”—meaning that all basic functions are in place and operating. Until each Assembly is fully seated, it remains under the guidance of the Federation.
7. Shared Responsibility
The Iowa Assembly is devoted to the peaceful and lawful enforcement of the Constitutional Guarantees, and the protection of the lives and property rights of Iowans and all other Americans.
We do not and will not condone or participate in any form of insurrection, rebellion, or creation of armed forces other than the lawful State Assembly Militias, operated as they are supposed to be operated within each State, and our land-based Continental Marshals Service, which is our jurisdictional interface with the U.S. Marshals Service.
Our steady course remains to use international law and Public Law to rein in the brigands and the politicians responsible for abusing the Public Trust, to enforce the Constitutional Guarantees and Protections—and to do this peaceably, honorably, and lawfully via the processes and agreements established to secure these ends. If any Assembly participant/member hears anyone in their Assembly or any other Assembly promoting violence, preaching against the Federation “as if” the Federation was the “de facto” Federal Government, moving to incorporate any function of any Assembly, setting up any foreign structures apart from the General Assembly, International Business Assembly, Public Courts and the lawful State Assembly Militia, taking money from foreign corporations, selling information about the Assemblies or Assemblies or Assembly participants/members, using the Assemblies or Assembly Participant/members for unjust enrichment, promoting Ponzi schemes, trust schemes, memberships in secret societies or otherwise remaining out of step with the simple program outlined above—you are encouraged to notify us directly, so that prompt corrective action can be taken. Once each Assembly has been assembled and each portion of this process has been accomplished, each Assembly will be “fully seated,” meaning that all basic functions are in place and operating. Until each Assembly is fully seated, it remains under the guidance of the Federation. That is why the Federation is involved in the State Assembly process and why it is significantly in control of this process until such time as the State leadership is fully educated and the basic functions of American State Government are restored.
After such a long hiatus and so much confusion it is understandable that a comprehensive educational process is necessary, even about comparatively simple things, such as the role of the Federation as the Summoning Authority, the role of the Coordinators who act as Federation Officers—not to be confused with “Federal” Officers, the structure of the State Assemblies and the functions of the State Assemblies.
Once fully seated, each State Assembly is responsible for performing under the treaties and constitutional agreements already established and for supporting the restored American Government, the Reconstruction thereof- and also becomes responsible for the conduct of the restored Confederation and Federal Republic. This grave responsibility also includes preserving the peace- not undermining it.
8. Assembly Structure
In the Assembly process we are engaged in community building. We are not building a corporation. Corporate business structures do not apply. There are jobs to do and functions to perform, but the principles of hierarchy and compartmentalization are largely absent. Ideally, everyone in every assembly will know all the jobs and fictions and numerous people will be ready to fill vacancies and bulwark efforts as needed.
Our State Assembly should resemble a family gathering, because in essence, that is what it is and what it is intended to be: an extended family of friends, relatives and neighbors working together for their mutual long term security and benefit.
Each State Assembly consists of one (1) Body Politic composed of all declared State Nationals and State Citizens living within the boundaries of each State.
Each State Assembly is organized to perform four functions:
➡ The General Assembly provides a discussion and decision forum for interstate business and acts as a Committee-of-the-whole to decide issues of general interest, conducts elections, and provides oversight for all Assembly functions.
➡ The International Business Assembly, which is composed entirely of State Citizens, conducts the international and interstate business of the Assembly.
➡ The Jural Assembly provides the Court Services and oversees the Grand Jury, Trial Juries, Officers, and functions of the courts.
➡ The Assembly Militia is focused on promoting public safety within the boundaries of their State and is the “well-regulated” militia guaranteed to each State for its internal security.
9. Iowa Assembly Operation Plan
Objective 1: Forming the General Assembly Requirements for Members, Coordinators and Officers Correcting your status is your birthright, joining our Assembly is a choice.
9.1. General Assembly: Each man and woman who provides the Assembly notarized copies of 1779, 2 witness testimonies, and a copy of Birth Certificate, each potential member must be properly documented and recorded on the land and soil, and then published/recorded in the public record by LRO at minimum.
9.2. Each potential member will be given a copy of the Iowa Assembly Road Map for Assembling and Points of Order and The Letter of Intent and Conduct and asked to study it until the next General Assembly meeting. The potential and existing members must sign the Letter of Intent and Conduct
9.3.Vetting Plan: Most Officer/Coordinators Roles for The Assembly must go through the background check and vetting interview. Our Vetting committee is trained by The PKTF and Continental Marshals. The Vetting committee will offer the State Coordinators a report once the vetting process is done, which will be revised then brought to the assembly for a vote.
9.4. Level 1. Background Check: Background check for certain officers and certain committee directors–this is an electronic records check of criminal record using STRAWMAN data. Only actual crimes will be held against anyone being vetted. Any actions held found, but not counted as a crime by the land jurisdiction will pass LEVEL 1 vetting. Any crimes against the Public Law will be deemed forgiven if they are older than 10 years unless they bear directly upon the job being sought; Example: No embezzler or thief should ever work with money. This vetting will include: telephone calls to former schools, employers, participant/membership organizations about character and activities. Internet footprint will be viewed for political troublemaking, Marxism, Freemasonry, Fascism (and so-called “Anti-Fascism”), so-called political correctness, or other radicalism that is not in line with real American government. (See Points of Order) The man or woman applying for an Officer/Coordinator role must pay for the background check (between $30-$50). We will be using https:// www.clearchecks.com/. The applicant will use the https://asnsecure.com/ proddetail.asp?prod=BGC10-21 site to purchase the background check.
9.5. Level 2: Vetting Interview – After the vetting committee receives the background check report an interview will be set up. Vetting questions will be put to the candidate before a vetting board within a context of an agreement to truth and a consequence of vetting failure if found later the person lied. The questions will include Federation recommended questions and others designed to gauge the candidate’s knowledge of land and soil jurisdiction, who they are and where they stand, understanding of the assembling process/goals/objectives.
9.6. Ongoing Vetting For All Members –Disciplinary standards and procedures in the Points of Order will determine pass or failure of ongoing vetting. Example: If a member lies or is discovered to have lied, or if a member begins to work against the Road Map for Assembling or Operational Plan, then they stand to lose their member status with the Assembly by a due process.
10. Meetings and Trainings: Are essential for participating in your Dejure government and educating and re-educating ourselves.
10.1. General Assembly Meetings for Members–in-people. To be held on scheduled Tuesdays at 8pm, Members are not required to attend but at least should watch the recording of the meetings. Participating in your Dejure Government means participating. Committees will provide the General Assembly with updates during the meetings on what they are working on and seek the Assemblies’ consensus for projects and budget needs. Once we secure a public venue for our meetings, we can open to the public.
10.2. Open Forum Calls–Our Open Forum Meetings for ASN/ASC only (and vetted in-process people) are after the Tuesdays at 8PM general assembly meeting. Topics suggestions are welcome, a place to get your questions answered, form committees, discuss current affairs, and occasional Militia-type workshops.
10.3. We will host a Presentation for people interested in learning more, followed by a Q/A. Please show support to potential members by joining us on these calls. Always new things to learn. Feel free to invite people!
11. Committees and Roles: The Iowa Assembly is organized by committee. Iowa Assembly men and women may be called “Committeemen” and “Committeewomen.” It is our purpose to establish committees, as part of our assembly, and by this committee method The Iowa Assembly will accomplish our tasks. Committees work for the benefit the whole of the Assembly and the Federation plan to Restore the Lawful Government.
All committee roles are temporary placeholders until our Assembly is large enough to hold official elections, then, Officers will be elected by the General Assembly and some will be appointed by the Coordinator(s). All committee roles will be given a trial period of 90 days, are expected to serve in honor and collaborate.
a. The Iowa General Assembly is a Standing Committee of the Whole. Our State International Business Assembly and Jural Assembly are both Special Committees. Our State Assembly Militia is a Special Purpose Committee.
b. The Iowa Assembly can establish other committees, in addition to these four, to accomplish business, but aside from the subject matter that each committee is responsible for, they have no special authority, one over the other.
c. The Iowa General Assembly is responsible for addressing questions that arise within the borders of Iowa.
d. Our International Business Assembly is responsible for addressing questions involving interstate business and diplomacy.
e. Our Jural Assembly addresses issues related to the land and soil jurisdiction Public Courts, and deal with living women and men.
f. Our State Assembly Militia also known as CST (Community Support Team) deals with issues of community support, community protection and natural disaster response within the borders of Iowa.
g. It is very important that the State Jural Assemblies come back online so we can once again enforce the Public and Organic Law that the American States and People are owed. With your participation in the State Jural Assemblies and Militias, we can enforce the actual Public Law. We need to fill in the gaps by hiring new Continental Marshals to cover our International Land Jurisdiction, which will greatly improve the security and peace of our local communities.
Objective 2–Forming Business/International Assembly: Assemble State Citizens from General Assembly members
1.1. Business Director manages revenue centers for the Assembly–works closely with Treasurer and Outreach Director to ensure good business practice, transparency, directing cashflow, executing Outreach Projects with Outreach Director, and ensuring Assembly checks and balances.
1.2. Basic checks and balances–Coordinator is Chief Signatory for Assembly disbursements until a fully functioning treasury department is established; multiple secondary signatories among the officers for Assembly disbursements; disbursements require two signatures on checks. A working budget needs to be established for the Coordinator to use at their discretion. Expense account established for electronic transactions amounting to a petty cash fund that must be authorized and charged with the approval of same as on checks with an upper limit. Any larger transaction that must be done electronically would charge the account with funds authorized in the same manner. (Section still under construction.)
Objective 3–Forming Jural Assembly:
Our Iowa Jural Assembly is dedicated to the restoration of a complete and fully operational land and soil jurisdiction and our State and County court system serving the people of Iowa, the preservation of the National Trust, the enforcement of the Public Law, the upholding of the Federal Constitution owed to our State and People, the re-population of our land and soil jurisdiction, the filling of vacated Public Offices, and the reclamation of our material and intellectual public and private assets. It is composed of State Nationals who qualify as State Citizens.
12.6. Litigation Committee–works with Assembly Members who have active litigation concerns, to assist them with asserting their position with respect to the foreign courts and educating them to avoid entrapment. Also this committee will be dedicated to studying the Jural Assembly Handbook, Common Law and work towards the building of the Jural Assembly and our lawful courts. We are starting here.
Objective 4–Forming Militia Assembly: State Militias are manned by State Citizens who are members of the State Jural Assembly. Similar to the system of the Swiss Cantons, their focus is community safety and preparedness on a statewide basis. Members are taught firearms safety, marksmanship, first aid, and train in one or more specialties. In the event of attack or natural disaster, the State Militia Commanders can call upon one or more County Militias for assistance.

Section 2: Points of Order
The Iowa Assembly Points of Order for Iowa State Nationals and Iowa State Citizens herein referenced to as Iowa Assembly Members or Participants. These Points Of Order apply to all the men and women of the Iowa Assembly who attend, participate and apply to any and all assembly meetings, functions, communications and activities.
Purpose of the Points
➡ To provide guidance for all the men and women of the Iowa Assembly on the standards of conduct, honesty and integrity expected of them in the discharge of their Assembly and public duty under the public law.
➡ To provide the openness and accountability necessary to reinforce public confidence and stability to the way in which the men and women of the Iowa Assembly perform their public duty to the whole.
General Points of Order
1. Personal Conduct: The men and women of the Assembly:
1.1. Must honor the Points of Order for Iowa Assembly men and women;
1.2. Should act always on their personal honor;
1.3. Must never accept any inducement, financial or otherwise as an incentive or reward for exercising their duties to the Iowa Assembly as a whole.
1.4. Must not vote on any order or motion, or ask any question in plenary or a committee, or promote any matter, in return for payment or any other material benefit (the “no paid advocacy” Point).
2. The Seven General Principles The men and women of the Iowa Assembly agree to observe these principles of conduct identified by the Committee on Standards in Public Life. The seven principles are:
2.1. Selflessness: Holders of public office should make decisions solely in terms of the public interest. They should not do so in order to gain financial or other material benefits for themselves, family, associates, friends or colleagues. The men and women of the Iowa Assembly will avoid and resolve any conflict between themselves immediately in the best interest of the Iowa Assembly; we are a self-governing body acting with love toward each other’s unalienable rights.
2.2. Integrity: Men and women of the Connecticut Assembly will never under any circumstance place themselves under any financial gain or other obligation to outside governments, individuals or organizations that might influence the performance of their official duties. The men and women of the Iowa Assembly should at all times conduct themselves in a manner which maintains and strengthens the Assembly’s unity, confidence, and stability, refraining from any action which would bring the Iowa Assembly, or the people of the Iowa Assembly, in a position of disrepute.
2.3. Objectivity: In carrying out public business, including making public appointments, awarding contracts, or recommending individuals for rewards and benefits, holders of public office should make choices on merit and that which is most beneficial to the Iowat Assembly as a whole.
2.4. Accountability: We operate under the Prudent Man Standard. Men and women of the Iowa Assembly are accountable to the Iowa Assembly for their business decisions and actions and will submit themselves to whatever scrutiny is appropriate to their office (TBD). No improper use shall be made of any payment or allowance made toward any participant for any purpose beyond Iowa Assembly benefit, with administrative Points that apply to distribution of Connecticut Assembly funds following a strictly observed protocol for each distribution of funds. Oversight of Iowa Assembly funds begins with the Treasury Committee with the final dispensation of funds determined by the General Assembly as a whole.
2.5. Openness: Men and women of the Iowa Assembly should be as open as possible about all the decisions and actions that they take. They should give reasons for their decisions and restrict information only when the wider public interest clearly demands. The men and women of the Iowa Assembly must not prevent any man or woman from gaining access to information which they are entitled to by law, but must not disclose confidential information, including confidential information from Iowa Assembly Committees, without consent unless required to do so by American Public Law. Any such confidential material received by participants in the course of their Iowa Assembly duties should only be used in connection with those duties and must never be used for the purpose of financial gain. In any activities in relation to, or on behalf of, an organization with which participants have a financial relationship, including activities which may not be a matter of public record such as informal meetings and functions, participants must always convey a spirit of integrity and honesty with all participants who ask of the public office.
2.6. Honesty: Men and Women of the Assembly have a duty to declare any private interests relating to their public duties and to take steps to resolve any conflicts arising in a way that protects the interest of the men and women of the Iowa Assembly.
2.7. Leadership: Holders of public office should promote and support these principles by leadership and example.
3. Participation Requirements for Members of The Iowa Assembly
To actively participate and vote in the General Assembly you must have completed all required documents and letters that sever your ties to the U.S. Federal government.
a. 1779 document and/or 928 package with two witness testimonies, recorded and published in the LRO.
b. Birth Certificate (not published but kept on Assembly files)
c. *Sign In America Course Completion (not required to change your status but required for the Sign In America Program (vendor card)
d. Read and agreed to Road Map for Assembling, Points of Order and Letter of Intent and Conduct
To participate in committees and certain officer roles, points above+:
e. Two letters: Secretary of State U.S. Corporation and State of state (Pate) with Declaration of Political Status.
f. Two letters to the IRS (if applicable) (not published but kept on Assembly files)
g. DD 2168 (veterans only)
h. Cancellation of voting rights
i. For specific officer roles, background check and vetting interview.
4. Mailings: The letters above (e and f) will be mailed by registered mail (red sticker) and 3806 registered mail receipt along with additional return receipt (green card Form 3811). The postal receipts (proof of mailing) are to be copied and emailed to your Recording Secretary. You must receive an email or physical document (if done in person) from the voter registration office. That document is also copied/scanned and sent to your Recording Secretary. Once you have completed these steps you are free to fully participate in the General Assembly. The IRS letters and Birth Certificate are not published, they are maintained in your hard copy file.
5. In Process People (applicants): Prior to the completion of the listed requirements, you may be invited to attend meetings, participate in conversations, and ask questions. You will have to sign a Letter of Intent for In-Process People. If there is a vote brought to the floor you may not participate in that vote.
6. Meeting Conduct and Procedure.
6.1. The coordinator/moderator will moderate and preside over the entire meeting and provide general info and announcements. The floor will then be given over to those who are responsible for the items as the agenda dictates; some of these items are informational and not debatable. We expect anyone wishing to speak to understand the following elements; The Main Motion, Amending the Motion and Amending the Amendment.
6.2. Any member wishing to speak must raise their hand with the Emoji icon or say “May I” to be recognized by the Coordinator/Moderator before continuing to speak. When recognized, the member is obliged to speak only on what is directly applicable to the matter he was recognized for and be as concise as possible, to be in good order and with unemotional objectivity, rational persuasion, professionalism and polite respect for all. Try to keep it to two to three minutes. When they have finished speaking they shall say “I yield” and the Coordinator/Moderator may then recognize the next party to speak or close the floor to any further comments at that time, but may open the floor to further comments at the Coordinator/Moderator’s discretion at any other times as may be deemed appropriate by the same. The Coordinator/ Moderator has no obligation to recognize anyone, unless calling for official orderly input. At those times, everyone who wants to speak will be given a chance. Everyone will be heard.
7. Duration of the meetings and agenda
7.1. Meetings will be timed for a maximum of 90 mins; however, the Assembly may vote in an additional 30 minutes of meeting time once
7.2. Time slots will be given to agenda items. Once that time has run out, the Coordinator/Moderator will move on or call for vote.
7.3. Agenda: Official meetings will follow a strict agenda written by the Coordinator(s); however, any members can request, at least a week before the meeting, a new business item for the agenda via email to the coordinator.
8. Vote and Quorum : The Quorum is determined by who is present at the meeting. The Vote passage or failure requires a two-thirds (2/3) vote of people in attendance that meet the Participation Requirements (Participant Requirements, Point 3,4).
8.1. New motions are brought by members in the Assembly. A coordinator(s) can also make a motion. A motion is brought to the floor and seconded then discussed in the General Assembly, then is given to the committee best suited to evaluate, after consideration by committee a request for further presentation will be placed on a future agenda, then the General Assembly will set it aside or vote.
9. Discussion/Vote Order: Discussions should happen as the result of a motion. Good order for discussion/vote process is:
9.1. Presentation of evidence/issue
9.2. Motion Second Discussion
9.3. Vote on motion: YES, NO, or ABSTAIN
9.4. YES – Clear majority – Motion carried
9.5. NO – Clear majority – Motion defeated
9.6. ABSTAIN – Clear majority – Motion tabled
9.7. No clear majority – Motion tabled.
9.8. Violations of the points of order will get the member muted. Violations of the points of order repeatedly will get the member booted from the meeting on the 3rd violation time.
10. General Operations: The Iowa Assembly does not operate as today’s corporations and corporate governments operate, that is in a hierarchical flow from the top down, and the Iowa Assembly does not tolerate participants attempting to modify our clearly stated and practiced method of operation. We have no “Chief Executive Officer” or CEO, no bosses wielding power over others, no strict compartmentalization, no rising in power through the ranks whatsoever, and absolutely no secrecy. We operate in terms of functions, and every participant hereby and herein commits to work and serve together to achieve our intended collective results.
11. Use of Assembly Resources: Volunteers, Officers, Appointees and/or Participants are Fiduciaries and are always obligated to act under "The Prudent Man Standard"meaning that they wouldn't spend out of the Iowa Assembly Purse any more or in any different fashion than a prudent man would spend out of his own pocket. If any committees need to use The Iowa Assembly’s general funds, a detailed proposal shall be presented at the General Assembly Meeting and a vote by the General Assembly shall occur.
12. Public Access to Information: The principles under which the Iowa Assembly provides information are detailed in this document which has been published for the Iowa Assembly. Iowa Assembly Members seeking information are required to make their request known in writing or by email to The Iowa Assembly coordinator: [email protected] who will then verify the status of the person requesting the information through the Recording Secretary. If the request comes from a person who meets the Participation requirements (Participant Requirements, Point 3), the information will be provided by email, free of cost.
13. Staying in Your Own Lane & Self Governance
13.1. Relationships between Iowa Assembly Participants and Assembly Officers. All people of the Iowa Assembly are in the beginning, volunteer positions that may or may not become paid Iowa Assembly positions and are bound by these Points of Order. Participants must at all times, when dealing with the volunteer positions of these bodies, respect the principles of these Points. Relationships between Participants and volunteer positions must be professional and based on mutual respect and remain impartial when carrying out their duties.
13.2. Cooperation: Iowa Assembly Participants shall cooperate, at all stages, with any investigation into their conduct by whichever Committee is appointed to investigate an issue.
13.3. Iowa Assembly Participants shall NOT lobby any other Iowa Assembly Participants in a manner calculated or intended to influence their consideration of a complaint of a breach of any matter encompassed under any investigation.
13.4. Politics: There are to be no politics brought from the corporate sea jurisdiction onto the land jurisdiction. Political opinions, conflicts, arguments, and the like were invented fraudulently to divide people; therefore, political positions from the sea are strictly prohibited on the land.
13.5. There are to be no internal factions, i.e., enforced personalities or internal relationships that take precedence one over another outside of the proper context of the assembly phase according to lines of responsibilities. There is no tolerance for despotism or bias. These are red flags indicating troublemakers.
13.6. There is to be no promoting, publishing of any material, organizing events about the Iowa Assembly without the review and consent of the Outreach Committee and Coordinator(s). This is about ensuring that accurate information about The American States Assembly and The Iowa Assembly is being shared.
13.7. Each participant is to act and think independently, according to his knowledge, conscience, and rational arguments presented during civilized debate, meaning, there is to be no emotional decision-making, no emotional outbursts, particularly directed at another participant personally. If you feel emotional about an issue, please recuse yourself or abstain. Civilized debate also means mutually respectful and polite.
13.8. Participants of the Iowa Assembly are to maintain their honor, integrity (keep their word), civility, trustworthiness by constantly earning everyone’s trust and never betraying it. Personal attacks of any kind will not be tolerated. Lying will not be tolerated. Gossip will not be tolerated. Any discussions dealing with others must be about behaviors and events with objectivity.
13.9. Self Governance is the way of life for State Nationals, without continuous education and research you will continue to hand over your governance. Certainly, your Assembly is there to guide you, share resources but self accountability and self governance is of utmost importance and necessary.
14. Intolerable behaviors:
a. Personal Attacks
b. Lying
c. Stealing
d. Lack of transparency
e. Controlling/withholding information inappropriately
f. Highjacking the Agendas
g. Discussing or releasing Assembly business information/discussion publicly.
h. Pushing politics, like Marxism/anti-capitalism, sexism, feminism, racism, warmongering, insurrection, and the like.
i. Any attempt to use the Iowa Assembly for inappropriate personal gain whether in or out of the Assembly
15.Procedures for Dealing with Complaints against Assembly Participants
15.1. Complaints about participants can be submitted in writing to the coordinator. Complaints must be evidence based and factual. Coordinator(s) will then initiate conflict resolution protocols and may require a meeting with participants in question. We believe in fairness and hearing both sides of a story. If Points of Order and “intolerable behaviors “ are recognized then the implementation of the protocol will take place. (see Point 16)
15.2. Dealing with Complaints: No Iowa Assembly Participants shall misrepresent any recommendation made to the Iowa Assembly, in relation to any complaint it has considered under the Iowa Assembly Procedure for Dealing with Complaints against Iowa Assembly Participants. Only evidence based complaints with witnesses will be forwarded to the Oversight Committee for investigation.
15.3. Once the investigation is completed it will be presented to the Outreach and Communication (Ombudsman) Committee for final resolution.
16. Implementation of the Points of Order: The Iowa Assembly’s effort begins first, last, and always with educating more and more Americans about their history, the law, and government; so, more American State Nationals will become members of the Iowa Assembly, to participate with us as we restore the government we are owed, and to operate it responsibly.
17. Failure to respect the Points of Order, will be given a suspension from the Assembly’s activities, committees, and meetings for 45 days. If similar conduct continues, members will be asked to step down permanently from the status of member. Their paperwork will be returned to them and they will be removed from The Iowa Assembly’s records. They can retain their birthright American National status by recording through the state of state county recording office and publishing elsewhere.
Standing up our reconstructed government is serious business. It is bigger than any one of us and we will not allow anyone to divide us and the assemblies’ collective efforts, nor will we allow anyone to make things about themselves.
We have work to do and wish to do so peaceably without constant attempts at creating conflict. For that reason, there is no time for divisive, disruptive, and ill-intended strategies to create an “us vs them” mentality between participants and the Federation. We only want good character and responsible self-governing Americans as participants of the Iowa Assembly, we do not want nor will we tolerate members who whine, who are fearful and overwhelmed and not willing to take on the challenges of reconstruction and self-governance.
